the new addition to her family. following a salacious cheating scandal. good afternoon, everybody. i'm jim hand. >> i i'm pat lawson muse. in this day and age when everyone seems to know everything about celebrities, this development is pretty remarkable. sandra bulk on told "people" magazine during the high she experienced during winning an oscar and low of learning about her husband's affair she adopted a baby about boy. >> she plans to rear him as a single parent. our big story this afternoon from natalie morales. >> reporter: it is a sandra bulk on bombshell. in an exclusive interview with "people" magazine, bulk on reveals the new love of her life. adopted son, louie bulk on. it has been a roller coaster of emotions in the last few months. >> sandra bulk on. >> reporter: in january she thanked her beaming husband as she won a golden globe. >> there's no surprise that may work got better when i met you

because i never knew what it felt like for someone to have my back. he is your family, michael. you have to protect them. >> reporter: then the oscar for the movie "the blind side." >> i'm indebted to people that are good to me. >> reporter: it came crashing down days after her oscar win. james, her husband of five years, had been caught cheating with a tattoo artist. bulk on's personal life flashed across newspapers and magazines. but now the pain has turned to love for her adopted son. bulk on tells "people" she and james began the process four years ago. and in january, secretly brought their son home from new orleans. bulk on says that the first time she met louie it was like the outside world got quiet. it was like he had always been a part of our lives. after her husband's infidelity bulk on says she took louis and moved out of their los angeles home and foul plans to adopt as a single parent. bulk on tells "people" she filed

for divorce saying i'm sad and i'm scared. as for her future with james, bulk on says, i don't know how our paths will intersect in the future. but the father i have known jesse to be is one that i hope louis can experience one day, no matter how jesse and i go on with our lives. >> natalie morales reporting. the magazine says the baby is named after jazz great louis armstrong whose signature song "what a wonderful world" deeply pitched bulk on. now to the fallout from another cheating scandal involving a high profile celebrity. so far there seems to be little fallout for tiger woods during his second competition since the scandal over his personal life erupted. today he took part in the preliminary event here at the quail hollow championship in charlotte, north carolina. woods got a warm reception today but that may have something to do with the fact that ticket holders were told not to belittle or criticize any players. later today, woods says he's enjoying his return to the game.

>> more fun, no doubt. i had a lot of struggles internally for a while now. and that's one of the reasons it wasn't that much fun. the game is now where it used to be. >> woods did not speak about reports of an impending divorce from his wife,. plane headed to mississippi from frederick, maryland, crashed in a wooded area of kentucky. the small plane went down yesterday in eastern kentucky. two people in the plane died. a rescuer took a picture of the plane on his cell phone. it took a while for rescue crews to reach the crash site. >> called for help and listened for any type of response and -- and -- there was no response. no signs of life. >> the faa list it is hawker beach craft 58 as being

registered to island trading. plane its way to our area was diverted today because of a bomb threat that continental express flight from hughes torngs texas, was en route to dulles international airport when it was diverted to greensboro, north carolina. the plane landed safely shortly before 11:00 this morning. law enforcement officers were waiting for the plane when it arrived and federal officials say the bomb threat was written on a mirror in the plane's bathroom. police are on the lookout for man that tried to snatch a little boy in prince william county. two brothers were walking home monday evening near lennice way. a 5-year-old, his 9-year-old brother pushed the boy away from the suspect and they both ran off and into their house. the suspect ran from the scene. neither boy was injured. police now want anyone to contact them who may have seen something or someone suspicious. police in prince george's

county want to hear from a tipster that called them about a home invasion murder. it happened last september in an upscale bowie subdivision. police say three masked men burst in a a house here on major leaguey drive. once inside they killed the homeowner. 38-year-old tyrone richardson. his wife then told neighbors that the masked men tied her up and her children up as well. investigators tell us they have questions for the tipster who called crime solvers and want that person to call them back. let's take a look now at our live city cam. it has been a cool day and a bit breezy out there. word the weather will change in the days to come. >> veronica johnson has more on what we can expect in our first forecast. hi, veronica. >> yeah, may even be using the words hot by the end of the week. but that wasn't the case this morning. i woke up, my feet hit the bathroom floor and i was like should i have turned the heat on last night? temperatures started out at 33 degrees. ft. belvoir. 43 in d.c.

a couple of cars. parked in the alley below. happened around 11:00 this morning in the 1800 block of n street in north west d.c. near due upon circle. thankfully no one was hurt. folks at the sunlight foundation located just across the alley started shooting the video when they noticed the shaf was swaying. then they posted the video on youtube. shaft was attached to a building where the popular 1800 cafe is located. we are told that the damage to vehicles are owned by cafe workers. >> funding for a new contract for too muchers in the district could now be in jeopardy and the dispute could be affected by the mayor's race. private donors earlier this month pled $64.5 million to help fund the new reacher raises. however, the donors written agreement says the deal is in part based on chancellor michelle rhee keeping her job. if mayor 10sy wins the race she will stay. however if anyone else wins rhee

may quit or be replaced. the dispute over the private money may have a more immediate effect. chief financial officer gnat gandhi is expected to later this week say that the f the private money is not guaranteed the city legally cannot implement the new contract. some 10,000 school workers in loudoun county are facing pay cuts in the form of furlough days this fall. the school board voted to approve the furlough days based on an employee survey. the thanksgiving break will be extended so that school, staff and faculty can take off november 22 and 23 bout pay. school officials say the furlough days were necessary to help close a $22 million budget gap. and the furloughs were a better option than layoffs. there may be a last-minimum break in negotiations over finance am regulation. it appears republicans may now be willing to allow the bill to move to the senate floor. the appear enagreement comes as democrats threaten to force every senator to pull an

all-nighter at capitol hill. meanwhile, president obama is also fighting to move forward with reform but he's doing it far from washington. steve handelsman has the latest. >> reporter: barack obama took his campaign to crack down on wall street to a cafe in missouri. >>burger and fries. >> reporter: these are my people, was the president's message. and they need protection. >> it means common sense reforms that prevents the irresponsibility of a few people on wall street wreaking havoc across main street and across america. >> reporter: back on capitol hill, a group from delaware demanded action. >> there's not an american in this country that doesn't know we need financial reform. democrats and republicans. >> reporter: senate republicans, again, blocked the democrats' bill. >> motion is not agreed to. >> reporter: claiming it would overregulate consumer credit and cost jobs. >> because -- what is being proposed is incredibly expansive. >> reporter: main focus of

democrats is the banks whose near collapse helped cause the recession. >> while this was happening our government just stood idly by like a lookout man at a bank robbery. >> reporter: exhibit 1 was yesterday. goldman sachs being sued for fraud. >> they think that, yeah, they can do anything they want and get away with it and that's the problem. the rules have got to be significantly tightened and we have to reform wall street. >> reporter: goldman's boss agrees. >> we support the direction of the bill. >> reporter: republicans are hanging tough. >> people seem to be willing to come out in support of the bill are the executives at goldman sachs. >> reporter: 65% of americans say they want tougher financial regulation but many wonder if barack obama can deliver. i'm steve handelsman, nbc news, capitol hill. >> there's late word of a possible breakthrough. republicans plan to meet within the hour and could announce allow the bill to move to the floor for a vote. thousands of d.c. residents have a new option when it comes

to managing their money. this morning mayor fenty and local finance officials kicked off a new program called bank on d.c. organizers say it will give residents access to checking accounts and help them plan their financial future. and keep them away from check cashing outlets that often charge high fees. the program is a partnership between the district and local banks and community groups. >> the goal is to sign up about 10,000 residents with bank accounts and no monthly fees and no minimum balance. save money on check cashing fees and money orders. and -- and we believe that -- this will be a huge part of the 18,000 and 19,000 young people that sign up for the summer youth program and be able to use bank zblkts accounts are available at seven d.c. banks and six credit unions frpts stay right there. take a listen to be this. residents around georgetown university have been complaining about loud late-night student parties for years. now they are doing something about it. a website has been created called drunken georgetown students. it poses pictures of the parties on the web. hoping to force the university to do something. women are not the only ones who need to watch their drinks at a bar. women now target unsuspecting men, spike their drinks, and then rob them. michelle kosinski has the story. >> violated and vulnerable. definitely. >> reporter: not every day you hear a guy use those words after a date. but this embarrassed victim we'll call mike has good reason. >> next thing i know, it was 2:00 in the afternoon on friday.

and i woke up in my bed with all my clothes on and my cartier watch missing off my rest. >> reporter: these two party girls grinning and having a great time with mike's credit cards on surveillance video while he's out cold in the cab. suspected of drugging his drink, ringing up thousands of dollars on his card, and then going home with him where they stole a lifetime's worth of watches, jewelry, gifts, and $15,000 cash. >> creepy? absolutely. this has been happening all over this area. at least ten times in the last six weeks. this could be a ring of women, highly skilled at flattering older fellows wearing expensive watches. this woman suspected of talking her way on to a man's boat, drugging his drink there and robbing him. >> we will find out that the person was a victim of a robbery. he's also dead.

national discussion about bullying and cyber bullying. the impact had on children and what role teachers, law makers and families have in dealing with this. bullying expert rachel simmons appeared on the "today" show this morning and said there are things that parents can do. >> one is establish rules and establish consequences if those rules are broken. >> that's right. lot of kids grow up in the country thinking technology is a right. parents need to communicate this a privilege. this is something you earn because you are responsible and because you are mature. because you prove that you showed the values of the family and not just online and -- but in real life. it is not just something you get and if you don't use it etc.cally, there should be consequences. >> you have to make sure -- >> simmons. >> doctors say a new fda approved treatment is successfully zapping away spider veins. procedure called vein wave can be used on a patient's arms,

all right. after months of anticipation and the national zoo confirmed female giant panda mei xiang is not pregnant. mei xiang had had been experiencinging a sue dough pregnancy during the past few months. certain behaviors in pandas can

come through the area during the afternoon. you are saying -- where are these clouds coming from? still, believe it or not, same old low pressure system that's up across new england. and there it is. you can see snow in areas of upstate new york and vermont. it is so widespread, though, that the counterclockwise flow and effects of the clouds wrapping around the storm. this is the last because tonight high pressure will be moving in. once again, though, we are left with frost advisories that go until 9:00 a.m. tomorrow morning. so scattered frost and even a possibility of fog, too, coming up tomorrow morning. huge area of high pressure and that's what will be headed our way. on the back side of that high we will warm up. clear skies for the next few days. you can see the big storm there, that's the next one that will bring another round of severe weather. it could bring storms to the kentucky derby. they may have drops of rain in their mint juleps. next 48 hours, mostly clear skies through the area. high pressure moves in. and your forecast then is for this evening, we are partly sunny and get the clouds out of

welcome back. i'm jim handly. >> i'm pat lawson muse. here are some of the big stories we are following right now. two people are dead after a plane from frederick, maryland, crashed in kentucky. a plane headed for mississippi when it went down yesterday afternoon. investigators arrived at the crash scene today looking for the cause. prince george's county police want to hear from a tipster who called them about a home invasion murder. it happened last september in an upscale bowie subdivision.

police say that three masked men burst into a home on majerle drive. the homeowner, 38-year-old tyrone richardson, was killed. it was a tough early commute for some metro riders. two incidents delayed the morning trains. a cracked rail was discovered near the nailer road station on the green line. permanent repairs will be made to that overnight. and on the blue and yellow lines, maintenance lost the wheel. and a camera was rolling when a large ventilation shaft fell off a side of a building and landed on a couple of cars parked in the alley. it happened this morning in the 1800 block of m street at northwest d.c. we are told the vehicles are owned by workers at the 1800 cafe. luckily nobody was hurt. >> a developing story right now off the coast of louisiana this afternoon where crews are trying to head off an environmental nightmare.

crude oil has been pouring into the gulf of mexico since an oil rig explosion earlier this month. now that oil slick is creeping closer to shore. leanne gregg reports. >> reporter: submarines have been unable to shut off a well spewing thousands of gallons of oil into the gulf of mexico. so now a dramatic move. lighting the oil on fire. they are not sure it will work but officials say that they have to try. it is part of a massive effort slins last week's explosion after drilling platform off the louisiana coast. that left 11 people missing and presumed dead. if the well can't be closed, more than 4 million gallons of oil could spill into the gulf. cleanup crews are racing against a threat to environmentally sensitive marsh lands. >> if we don't secure the well, yes, this could be one of the most significant oil spills in u.s. history. >> reporter: the rig's operator plans to drill a relief well to take pressure off of the blowout side. that could take months. the slick is now less than 20

miles from the mouth of the mississippi covering an expanding area 50 to 08 miles wide. if it washes ashore it could cover birds in oil. threaten white sandy beaches and grass lands. it is nearing some of the gulf's richest oyster grounds and could be devastating to fisher american. >> perfect storm coming together with the winds and the surf changing and them not being able to contain the spread of the oil. >> reporter: reports of an odd smell as some suspect may be associated with the explosion. >> like pain thinner that just -- an -- leaves a bitter taste in your mouth. >> reporter: as efforts to contain the damage continues, no one knows what the full impact from the explosion may be. leanne gregg, nbc news. >> now that cleanup effort involves a thousand people, 50 vessels, aircraft, and underwater vehicles. officials are monitoring air quality now from the controlled burn. which itself creates

environmental concerns. a massive fire broke out before dawn today at a marina in norfolk, virginia. three banks sank and three suffers suffered damaged. environmental concerns there. hazmat teams were on the scene to contain the fuel that leaked from the burning boats. there is no word today. yet on what sparked the fire but witnesses say that they heard an explosion just before the blaze began. >> the florida teenager who was badly beaten during an attack by another teen is now in rehab. 15-year-old josie rattly was hospitalized for six weeks after the attack. she was repeatedly kicked in the head, allegedly by another 15-year-old student, near her school in deerfield beach, florida. she suffered traumatic brain injury. in he rehab she will have to learn how to walk and talk again and how to use her right arm and fingers. the teen charged in the attack pleaded not guilty. a florida police officer is suspended this afternoon from his job for something he did

while off duty. that officer chased a hit-and-run driver, firing his gun at him, all with his family in the car. the officer called 911 during the chase and admitted driving at 90 miles an hour at one point. while the driver he chased was going even faster. drivers are allowed to follow a hit-and-run suspect but they can't break the law in the process. she on suspension with pay. the hit-and-run driver is still on the loose. still ahead on "news4 at 4:00," quick bites. >> new way to reuse items that would otherwise be thrown away. all in an effort to go green. >> plus, the big changes being proposed for walmart and why you may not be able to find everything you need there anymore. >> why the new year could be a tough one for sailors serving on u.s. navy submarines. when airlines will have new limits to how long they can make passengers wait before takeoff. the government imposed rules followed years of debate between the airline industry and passenger rights groups fed up. with extreme cases of sit and wait. >> be what i would call held hostage. >> reporter: that was kate in 2007. stranded on an american airlines flight for more than 13 hours and there are more examples. last august, passengers were stuck in rochester, minimunesot for six hours. >> no food, no water. no bathroom. >> reporter: the new passenger protection rules state after two hours of delays, passengers must be given clean water, food, and have access to working onboard toilets. after three hours, airlines must allow passengers the option to deplane. >> allow people to get off the plane, go back to the terminal and get off the plane, and rebook their flight, go home. stay in the terminal and wait

for another flight. >> reporter: but some travel experts say that the rules may end up backfiring for passengers already dealing with an outdated and overwhelmed system. >> they are going to pull the planes back into the gate and cancel those flights. and with the flights being so heavily booked these days lit take a long time. one, two, three days to get passengers out to their destinations. >> reporter: new rules that could bring relief add another layer of frustration to the art of air travel. michelle franzen, new york. >> certain airlines are asking for exemptions to the new rule. delta is asking for extra time at airports like kennedy international where construction has shut down one runway. airlines violate the new rules could face a maximum fine of more than $27,000 per passenger. roup the inauguration's largest retailer is thinking out of the box. the big box store, that is. walmart is going to build smaller stores so that it can

smithsonian's national air and space museum is honoring the flight crew responsible for the so-called miracle on the hudson. retired u.s. airways captain sullenberger and first officer jeffrey skiles received the 2010 trove if i for achievement. they were at the controls of flight 1549 when it made an emergency landing in new york's hudson river last year. all 150 passengers onboard survived. >> they deserve it. that's their museum. we have changes coming in again. >> that we do. but -- if you like it warm or even hot, changes that you are going to be smiling about. >> all right. >> for today, though the average high is 70 degrees 37 we stayed

a mid-air collision over the hudson river last summer is being blamed in part on pilot error and distracted air traffic controller. nine people died last august when a sightseeing helicopter in a private jet collided in new york. the ntsb concluded the air traffic controller was listening to three conversations at once,

including a personal phone call and didn't catch a critical pilot error before the crash. the pilot of the jet said his radio set to the wrong frequency. it is not clear if that controller was facing any dplins airy action so far. the u.s. supreme court has reversed a lower court ruling today citing the controversial cross can state put in california. the seven-foot cross stands in a remote part of the mojave national preserve. it was ee recked more than 75 years ago to honor americans killed in foreign wars. the cross, however, became the center of a legal dispute over whether religious simple should sit on federal land. after the ruling and in favor of the cross, members of the veterans of foreign wars organization spoke out. >> the cross was built by world war i veterans to remember and respect 53,000 american dead in 19 months of combat during world war i. it is not about religion but
